APH Independence and tea

As promised here is the second part of Bavaria's unsuccessful efforts to regain his freedom. I hope I made clear enough that this is all just kidding. Bavaria doesn't really try to become independent, he just loves to annoy his brothers a little with his constant babbling. ;D

Of course Bavaria would never ever drop the beer. After all he's the guy who organizes the Oktoberfest every year...

A little explanation to the inter-state fiscal adjustment:
That is equalization payments Germany's federal states make every year to offset differences in available revenue or in the cost of providing services. Nowadays Bavaria is one of the federal states that have to pay a lot, the top of the receiving countries are usually Berlin (Germany's capital) and Saxony. One could say Bavaria is kind of... well, upset with this agreement and likes to remind the others that they "need" him more than vice versa... and therefore the others are upset with Bavaria's arrogance. XD

Historical fact that has nothing to do with this doujinshi at all: After WW II Bavaria was part of the American occupation zone.
